Students can either be enrolled by the teacher manually, or automatically by the administrator. Or they can enrol themselves using Self-Enrollment, where the Enrollment Key will be provided by the teacher.
How do I add a course or activity to Moodle?
Step 1: Login to Moodle with the Administrator credentials.

Step 3: Click on “Add a new course”

Step 4: Fill in the following information on the Add a course page
Full name of the course
Short name of course
Visibility on the course
Course End and Start Date
You can also include the course description and image to be displayed along with the course
